As a general note, my overall impression of the idea, is that it could be neat for "showmatches" but I'm not sure if it meaningfully adds to the strategy bots should use when they're in play. Interesting addition to Robocode. From how that post reads to me, it doesn't look like we need to do anything special to block them in the existing rumble client/server, as it looks like they're only enabled in special rulesets.
