First, you must understand that there are two type of administrator in MediaWiki. One is called SysOp and another one call B..... (I can't remember). The SysOP can block user, import page, restore deleted page and check unwatched page. While B.... can't do that but can manage the user right. e.g. They can assign someone as SysOp or B..... Usually, B..... will be SysOp but not all SysOp are B...... OK, ripped from User List page, the B........ is Bureaucrat. Here, there are 3 Bureaucrat/SysOp, David Alves (of course! the server owner), Voidlious and GrubbmGait. There is one more special user called WikiSysOp, who is the first user that create during the installation of MediaWiki.

If you are on Wikipedia, you should know that they told user that SysOp have nearly no extra privileges! except you want to import a large template from Wikipedia =) Hope that clear enough, or you should go and read something on Wikipedia about SysOp instead.
